Buffalo snow storm: City to tow cars to clear streets

Beginning at 8 p.m. Thursday, the police department blocked off streets that the city has targeted that are need of snow removal.
The new operation kicked off Thursday evening, beginning in the hardest hit sections of Buffalo.
